Hoopers Glow LED Basketball — Size 7

This is a real size 7 basketball first. Full 29.5" circumference, the same size you'd shoot with at the gym. It dribbles, passes, and shoots like a ball, because it is one.

The lights are the bonus. Two LEDs inside the ball switch on when you dribble or shoot, so you can see it coming off the rim in the dark. Stop playing and they shut off on their own. It's LED-powered, not a glow-in-the-dark coating. No charging it under a lamp first.
